I'm a bit confused.

Does this (on the server)...

cd /var/lib/svn
svnadmin create --fs-type fsfs PROJECT_NAME

... create the project in the wrong way and therefor we shouldn't do it?

Or do we do it, and then do this?

svn co svn+ssh://svn.freegeek.org/var/lib/svn/PROJECT_NAME
cd PROJECT_NAME
svn mkdir trunk branches tags
svn commit -m 'set up control directories'
