Talk:Council 2006 04

I've touched this up a bit since Pete wrote these minutes, clarifying a few things and some grammar. I also added a section on agenda items for next meeting and I added + signs to carryovers that have been carried over again. If we add a + sign each time a committment gets carried over, we'll soon see very visually which items have been carried over for months and months and which are still fairly fresh.
