Looking at breaking these into individual pages that would be printed out for each cadet. So if Skippy is a new intern, the first step would be to print out the Rubber Band page and post it in the back room. Progress would be tracked with a pen, not on the wiki, and the completed sheet could be filed away once full.

Need to have something to give the person on completion, or some public recognition of their new status. This could be on the wiki, or in physical form. Could just print some little image of the badge and laminate it? Could print images of the badge onto sticker stock.
