This is basically an overview of the hardware grants process. Maybe we should rename it (and update it a bit). I' already putting in the new "provisional" grant status definition. RfS

Formatting changes

I did some formatting to this document, to make it easier to read in the Wiki.

What started as a very straightforward project became complicated part way through. I had difficulty understanding the original format, so it's possible I made significant errors in reformatting.
