Q. When doing the math, does the wording "10% of the number of hours paid for in a month are paid to substitutes" only include substitutes or is it substitutes + "Other regular non-collective workers"? I believe the intention was supposed to be S + ORN-CW, as its how I have seen the math being done. --Matteo 13:27, 25 March 2007 (PDT)

It's supposed to be for just substitutes. By auto-classifying subs that work regularly as ORN-CWs they are then pushed into the 60% floor must be collective members rule. RfS 12:05, 27 March 2007 (PDT)
