Is the work getting done?

This is the task of Council to figure out, and it's the hardest job Council has. Reports from staff members are key components of this, but Council must spend some time thinking about how FreeGeek should work to figure out what's not being done.

I would prefer that Council stick to creating policy and leave the implimentation to Staff. It would be a really bad idea to have council try to micro-manage the day to day activities. The first problem I see is the lack of knowledge at council. Over 40 people attended the last meeting, and many of them have no idea what the structure, proceedures and policies are, so it would be difficult for them to participate in detailed discussions. As I see it, the only real problem we have in dealing with things is not the structure, but the lack of warm bodies to get the job done. The council has not been especially helpful with that, delaying both of the recent hiring recommendations from staff.
