Here's from the council minutes August 18, 2004

The grants group should prioritize requests which are for the organizations themselves rather than for individuals, but this doesn't mean they can't grant to sponsored people via organizations. The grants groups should make sponsoring organizations aware that their staff or volunteers or the individual's family or friends can work 24 hours in order to earn a computer for them by proxy. We should also make it clear that we can and do work with people who have mental and physical disabilities.
