Government Subsidized Free Geek

There is an Oregon State rep or senator that has proposed a fee be collected possibly by retailers (like they do for tires or bottles). This would establish a fund to pay recyclers. There's no guarantee that organizations that emphasize reuse would get a bigger chunk of this money than those that don't emphasize reuse. There are also questions about how this would affect Free Geek's donation stream. (If the computer consumer has already paid their deposit at time of purchase, will they also fork over a donation at the end of life?)
