- Itemize Fundraising and Other Cost Cutting Measures that have already been taken.
- Finalize the Layoffs and Hours Reduction Survey and distribute it to all staff members.
- Collect as many General Options for Reducing Staffing Costs as possible

- Collect the Results from the Layoffs and Hours Reduction Survey
- Consider types of cuts referred to in the Layoffs and Hours Reduction Policy:
- Staffwide wage cuts
- Voluntary hours cuts
- Job performance based cuts
- Program and Job Function Based Cuts
- Seniority based cuts
- Start plugging names and numbers into the general options and create the Specific Options for Reducing Staffing Costs
- Estimate financial costs of Specific Options for Reducing Staffing Costs
- Estimate problems associated with Specific Options for Reducing Staffing Costs
